Guiding Questions for Analysis:
Discuss behavioral health as an expenditure in the context of how it compares to other general fund units such as public health. What assumptions can one reasonably draw about prioritization of behavioral health in Contra Costa County? What factors contribute to your assumptions.
Notice that salaries and benefits from the hospital enterprise fund is estimated to be almost $460 million, of which the general fund provides approximately $73 million. Given the number of full-time equivalent positions required to operate the hospital, discuss personnel costs as a possible factor in the high cost of operations of the hospital. In the greater schemes of things, do you think this is reasonable? What sources help to inform your opinion? Keep in mind that salaries account for 68% of the hospital expenditure.
Enterprise funds are a reference to revenue CCHS receives for its operations. These can be client/patient fees, insurance payments, etc. Contra Costa Health Services receives roughly $804 million from Medi-Cal, making that the single largest enterprise source. What are the implications for a healthcare provider dependent largely on Medi-Cal for its funding? What are the potential risks and benefits for its operations?
